Terms of Service

These Terms of Service (“Terms”) govern access to and use of the TSE website located at www.techspeceng.com (“Website”) and the professional and membership-based services provided by “TSE” (“we,” “our,” or “us”). By accessing the Website, enrolling in a membership, or engaging TSE services, you (“Client,” “Member,” or “User”) agree to be bound by these Terms.

Scope of Services

TSE provides professional consulting and advisory services related to technical specifications, document coordination, and project budgeting, with a focus on technology and ICT, including but not limited to Divisions 27 and 28.

Services may include:

  • Technical specification development
  • Document reviews for coordination and consistency
  • Project-specific budget development
  • Advisory services related to construction documentation

Specific services, deliverables, schedules, and fees will be defined part of annual service ageeen, hourly rate or in a written proposal, agreement, or authorization issued by TSE and accepted by the Client.

Membership-Based Services

Certain TSE services, tools, standards, templates, and reference materials are offered on a subscription (“Membership”) basis.

Membership services may include access to:

  • Standard technical specifications and templates
  • Reference materials and guidance documents
  • Budget frameworks and planning tools
  • Other member-only content as described on the Website

Membership access is limited to the individual or entity identified at the time of enrollment and may not be shared, transferred, or resold without TSE’s prior written consent.

Membership services do not constitute professional engineering services for a specific project unless expressly stated in a separate written agreement.

Fees, Billing, and Automatic Renewal

Professional Services
Fees for professional services are established on an hourly or fixed-fee basis per an approved proposal. Invoices are due in accordance with the payment terms stated on the invoice. TSE reserves the right to suspend services for non-payment.

Membership Fees and Renewal
Memberships are billed on an annual basis unless otherwise stated at enrollment. All memberships automatically renew annually at the then-current rate unless canceled (30) days prior to the renewal date.

By enrolling in a Membership, the Client authorizes TSE to charge the payment method on file for applicable renewal fees without further notice.

Cancellation

Memberships may be canceled at any time prior (30) day to the renewal date through the account management portal or by written notice to TSE. Cancellations take effect at the end of the current membership term. No refunds or prorated credits will be issued for unused membership periods.

Client Responsibilities

The Client is responsible for providing accurate, complete, and timely project information and for reviewing TSE deliverables. TSE is not responsible for errors or omissions resulting from inaccurate or incomplete information provided by the Client or third parties.

No Design or Construction Responsibility

TSE services are advisory in nature and do not include responsibility for:

  • Construction means, methods, techniques, sequences, or procedures
  • Jobsite safety
  • Contractor performance or workmanship
  • Installation, testing, or commissioning

Unless explicitly stated in writing, TSE does not serve as the Engineer of Record.

Intellectual Property

All documents, specifications, reports, templates, standards, and membership materials produced by TSE remain the intellectual property of TSE.

Clients and Members are granted a limited, non-exclusive license to use TSE deliverables solely for internal business purposes and, for professional services, only for the specific project for which they were prepared. Reuse, redistribution, or modification for other projects without written consent is prohibited.

Website Content

Website content is provided for informational purposes only and does not constitute professional advice. Unauthorized reproduction or distribution of Website content is prohibited.

Limitation of Liability

To the fullest extent permitted by law, TSE’s total liability for any claim arising out of or related to services or membership access shall be limited to the fees paid to TSE for the specific service or membership giving rise to the claim. TSE shall not be liable for indirect, incidental, consequential, or special damages.

No Warranties

TSE makes no express or implied warranties regarding outcomes, third-party information, or project implementation. Professional judgment is applied based on information available at the time services are performed.

Suspension or Termination

TSE may suspend or terminate services or membership access for non-payment, misuse of content, or violation of these Terms. Termination does not relieve the Client of payment obligations incurred prior to termination.

Governing Law

These Terms shall be governed by and construed in accordance with the laws of the State of California, unless otherwise agreed in writing.

Updates to Terms

TSE reserves the right to update these Terms at any time. Continued use of the Website, services, or membership constitutes acceptance of the revised Terms.
